Prestige definitely wins, I honestly think almost $20 is ridiculous for an eyeliner.

Urban Decay has 24 shades, a good mix of bright and dark colors
Prestige has 8, mostly dark colors

Both stand up to water well, but Zero doesn't smudge very much at all.
Personally, I prefer Prestige's eyeliner over Zero. It's much cheaper, darker, and wears just as well.
